Since January 1, 2017, in Kazakhstan, issuing electronic invoices on the website of the Electronic Invoice System (IS ESF) of the Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan has been mandatory for all VAT payers. This is a state information system used for issuing, sending, receiving, registering, processing, transmitting, receiving, and storing electronic invoices. IS ESF is used as a state information exchange system for issued invoices among participants (sellers, buyers, and the state).
RBC e.Invoicing is a solution developed by RBC Group specifically for integrating accounting and ERP systems—such as MS Dynamics Navision, MS Dynamics Axapta, Infor FMS SunSystems, SAP, Scala, IFS, Oracle JD Edwards EnterpriseOne—with the State IS ESF of Kazakhstan.
RBC e.Invoicing:
- allows transferring information from sales invoices entered into the financial system to the IS ESF website. Authorization and digital signature (EDS) keys obtained by the company from the National Certification Center (NCC) are used automatically;
- works with financial system databases (MS SQL, Oracle, SAP HANA). Based on specified parameters, RBC e.Invoicing extracts and translates sales invoices into the required format and displays them in the interface;
- fully automates the accountant’s work in transferring invoices from the accounting system to the IS ESF website, and allows receiving ready documents and journals within the accounting system for incoming purchase invoices;
- minimizes the time of information exchange between systems, and purchase invoice documents are created automatically in the accounting system.
Automation of work with the State IS ESF of Kazakhstan occurs as follows:
The company obtains two keys at the National Certification Center (NCC): an electronic authentication key AUTH for authorization on the “IS ESF” website, and an electronic digital signature GOST for signing the completed ESF. Keys are provided as files.
The company registers on the “IS ESF” website. The manager and users with the necessary IIN/BIN credentials are designated.
In the “RBC e.Invoicing” system, the required connection parameters to the accounting system database, the IS ESF website address, and the path to the key files are specified.
Necessary settings for matching database information and invoices are made in the interface. The interface is ready to receive and transmit invoice information from/to the accounting system database, from/to XML files, and from/to the “IS ESF” system website.
For the user, working with Electronic Invoices looks as follows:
1
You need to launch the «RBC e.Invoicing» program and click the «Download Invoices from Database» button. The interface will automatically access the accounting system database server according to user-defined parameters and export sales invoice information. Data can be downloaded by date ranges, invoice types (main, additional, corrected, or all at once), and other additional parameters.
2
To send the ESF, click the «Import to IS ESF Website» button. Invoice data goes to the website, where it becomes available to buyer-counterparties.
Successfully sent ESFs are automatically marked in the accounting system to prevent re-export.
3
To receive incoming purchase ESFs, you need to click the «Download from IS ESF» button. All new (unprocessed) invoices will enter the interface.
4
To load ready documents into the accounting system database, you need to click «Import to Database». Upon clicking, documents are generated in the financial accounting system. Alternatively, this stage may include filling in intermediate data before importing the document into the accounting system. Thus, compliance with the accounting system’s business rules is maintained when creating purchase invoice documents.
